und moralisch falsche \u00c4quidistanz. Gef\u00fchlsduselige “alle sind gleich gut oder gleich schlecht” Aussagen sind kein politisches, sondern allenfalls ein p\u00e4dagogisches Statement. Man sollte Putins Aussagen in strategischen Dingen einfach er<\/span><\/span>nst nehmen (in taktischen Dingen bel\u00fcgt er wohl auch andere Staatschefs dass sich die Balken biegen): Er will das [autorit\u00e4re, kleptokratische und institutionell nicht mehr verankerte] Regime der gelenkten Demokratie und damit seine Macht mit allen Mitteln erhalten und sieht jede politische Opposition bzw. gesellschaftlichen Protest dagegen als existenzielle, vom Westen gesteuerte Gefahr. Und er hat sich entschieden, die post-sowjetische Friedensordnung in Europa auf der Grundlage einer (einigerma\u00dfen pl\u00f6tzlich) ethnisch bzw. v\u00f6lkisch definierten Interessenspolitik notfalls auch mit Gewalt herauszufordern (die Interessen von Russen, russisch-sprachigen Menschen, Volksrussen, Pass-Russen, Landsleuten im Ausland verteidigen). Beides sagt er und beides macht er. In der Ukraine hat Russland mit brutalen und von den Protagonisten selbst gut dokumentierten Mitteln einen Krieg erzwungen. Die EU und die NATO haben dort keine Soldaten oder Milizen im Einsatz. Die \u00c4quidistanz ist falsch – entweder ist sie dumm (das m\u00f6chte man sicherlich nicht allen Unterzeichnern unterstellen), sie ist opportunistisch (gilt sicherlich f\u00fcr Lobbyisten wie Schr\u00f6der) oder sie verkennt die Absichten, F\u00e4higkeiten und Schw\u00e4chen des heutigen Russlands (gilt wohl f\u00fcr das politische Urgestein der bipolaren Welt, das Russland immer noch f\u00fcr einen seri\u00f6sen, institutionell gefestigten Staat h\u00e4lt). Im Hinblick auf und Umgang mit den wirklich wichtigen Partnern, den osteurop\u00e4ischen Staaten und Gesellschaften der Europ\u00e4ischen Union und den Teilgesellschaften, die f\u00fcr die Zukunft eine europ\u00e4ische Integration anstreben, ist diese uns\u00e4glich deutsche Sonderposition (alle sind gleich, wir m\u00fcssen zu allen lieb sein) \u00fcberheblich und respektlos. Die Entscheidung f\u00fcr eine Integration in Westliche Institutionen ist eine politische und sie ist nat\u00fcrlich nicht alternativenlos. Die Alternative, die Russland anbieten kann, ist allerdings keine Systemalternative (und damit auch meilenweit vom sowjetischen Sozialismus entfernt) sondern eine wenig nachhaltige Mischung aus Zwang und informellen Anreizen f\u00fcr absurd korrupte Eliten.<\/span><\/span><\/span><\/span><\/span><\/p>\n<\/div>\n Krieg ist zun\u00e4chst einmal, wenn ein Staat seine Interessen gegen einen anderen Staat mit milit\u00e4rischen Mitteln gewaltsam vertritt. Das tut Russland seit einem Jahr in der Ukraine. Das tut die EU und die NATO Russland gegen\u00fcber oder den Nachfolgerepubliken der Sowjetunion gegen\u00fcber nicht und droht auch nicht damit. Die Verfasser folgen der Kreml-Rhetorik wenn sie die Osterweiterung der EU und NATO erstens als aggressives proaktives Betreiben diffamieren und zweitens in einen Topf werfen. Die EU ist vor allem ein pull-Faktor und nur wenig Druckmittel.
